Advocacy Guide: Ending the Federal Shutdown and PA State Budget Impasse

When political gridlock leads to a Federal Government Shutdown and a Pennsylvania State Budget Impasse, it’s the citizens, schools, non-profits, and vulnerable populations who suffer the consequences. As an early childhood provider, for example, we are currently providing services to PreK Counts for children but are not receiving any state funds to do so, which is a hardship for our program.   As a constituent, your voice is a powerful tool to demand that elected officials end the partisan games and fulfill their responsibility to govern.

Strategies for Federal and State Advocacy

Effective advocacy requires pressure on both your federal and state representatives. While the issues and players differ, the core methods of applying pressure remain the same.

Use personal stories to highlight the real-world impact of the impasse/shutdown (e.g., delayed services, financial strain on non-profits). Engage on Social MediaTag your representatives on platforms like X (formerly Twitter) and Facebook. Use relevant hashtags and share links to news articles detailing the harm. Public pressure is difficult for politicians to ignore.Federal & State Officials.
Write to the Editor (LTE/Op-Ed)Submit a Letter to the Editor to your local newspaper, focusing on the negative local impact. A published letter demonstrates widespread public concern to lawmakers and their staff.Local Newspapers (indirectly targets all officials).
Organize and PartnerJoin or support organizations that are already mobilizing, such as federal employee unions, healthcare advocates, or non-profits forming Budget Impasse Coalitions (like those in PA). There is strength in numbers.Federal & State Officials.

The Stakes: What’s at Risk

Understanding the consequences allows you to make a stronger, more informed case to your elected officials.

  • Federal Shutdown Impacts:
    • Furloughs and missed pay for federal workers, including active-duty military in some scenarios.
    • Disruptions to vital programs like SNAP (food assistance), Head Start (early education), and Medicare services.
    • Delays in processing veterans’ benefits, loans, and permits.
  • PA State Budget Impasse Impacts:
    • Non-profits, schools, and counties that rely on state funding are forced to take out costly loans, cut services, or lay off staff.
    • Delayed funding for critical services such as healthcare, education (including special education), rape crisis centers, and senior programs.
    • The overall economic stability of the Commonwealth is jeopardized.

Key Talking Points

When you contact your representatives, be concise and focused. Choose one or two points that resonate most deeply with you:

  1. Demand Responsibility, Not Political Games: “Your primary, constitutionally mandated duty is to fund the government. Using a budget as a political bargaining chip causes real-world suffering and is a failure of governance.”
  2. Highlight Economic Damage: “The shutdown/impasse forces local entities to borrow, pay interest, and disrupts the local economy.This is fiscally irresponsible.”
  3. Focus on the Vulnerable: “Cuts to programs like SNAP or delayed funding for mental health services impact our most vulnerable neighbors.9 We expect you to protect them, not make them collateral damage.”

In Pennsylvania, we just learned that Governor Shapiro has declared a State of Emergency related to SNAP benefits freeing up $5 million dollars.  Advocating at both levels is important because the Federal shutdown is causing economic hardships at the state level.  Our state budget impasse, in turn, is causing hardship at the provider level.  Let your voice be heard!
